黃偉綸:未來土地供應恰可 交椅洲人工島、北部都會區發展最爲重要
發展局局長黃偉綸指,《香港2030+》顯示香港由2019至2048年的土地短缺約爲3,000公頃,這較之前說的1,200公頃短缺大幅增加,亦是因應土地供應專責小組很多有力的觀察,以及市民的心聲。目前共有有14個不同的項目,加起來能提供的土地爲4,100公頃,黃偉綸覺得是恰可的,因爲需要一定的緩衝,亦需要一定的土地儲備。特別一提兩大項目,一是交椅洲人工島1,000公頃,另一個是北部都會區,新增的土地是2,270公頃。基本上這兩個項目加起來,已佔4,100公頃的大概七成多至八成。所以,這兩個項目都是非常重要的。
另一個角度看土地供應情況,未來10年覓得足夠土地興建33萬個公營房屋單位,私營房屋土地,亦有170公頃土地,可興建約10萬個私營房屋單位,未計及一些市區重建局的項目及屬於市場行爲的私人土地發展。就中長期來說,假設住用地積比率爲4至6.5倍,持續推進的大型項目及策劃中的項目,可望提供約40萬至50萬個公、私營房屋單位。這些單位主要來自洪水橋/廈村新發展區、元朗南發展的後期發展,以及陸續上馬的交椅洲人工島及新界北發展等項目。
他又指,就着北部都會區下的項目,若是鄰近一些現有已展開或即將展開的項目,譬如新界北新市鎮項目,如果能夠納入現有研究一併探討,會這樣做,因爲會快一些。若附近沒有現行研究,例如建議發展流浮山/尖鼻咀/白泥一帶,因爲洪水橋/廈村的規劃研究基本完成了,會開展新的規劃研究作探討。就近岸填海方面,希望明年來到立法會爭取撥款,啓動龍鼓灘近岸填海及關乎屯門西的規劃及工程研究。
另一個息息相關的是強拍門檻的檢討,接下來會研究如何適當地降低目前《土地(爲重新發展而強制售賣)條例》下的強拍門檻,目的是希望加快舊樓重建。在過程中,會小心平衡促進土地重新發展的需求和保障私有產權,亦會充分考慮如何保障受強拍申請影響的小業主。
