澳門賭桌分配、非博彩投資承諾雙落地，後市怎麼看？
12月18日至12月19日，金沙中國、銀河娛樂、澳博控股、永利澳門、美高梅中國、新濠國際發展陸續發佈公告，對各家與澳門特別行政區政府正式訂立的《澳門特別行政區娛樂場幸運博彩經營批給合同》進行提示性披露。6家博彩企業已承諾在特許經營期間合計投資約1188.7億澳元用於拓展外國客源和非博彩項目。

$金沙中國有限公司(01928.HK)$：附屬公司VML獲準根據批給經營博彩桌1680張、博彩機3700臺，批給期限爲10年；獲許可經營的娛樂場包括金沙娛樂場、威尼斯人、澳門百利宮、澳門倫敦人和澳門巴黎人。投資計劃方面，VML承諾投資302.4億澳元用於發展吸引外國客源、會議展覽等領域，其中非博彩項目投資278.0億澳元。

$銀河娛樂(00027.HK)$：附屬公司銀河娛樂場獲準根據批給經營博彩桌1000張、博彩機1700臺，批給期限10年；獲許可經營的娛樂場包括星際娛樂場、澳門銀河娛樂場、百老匯娛樂場。投資計劃方面，銀河娛樂場承諾投資283.5億澳元用於發展吸引外國客源、會議展覽等領域，其中非博彩項目投資274.5億澳元。

$澳博控股(00880.HK)$：澳娛綜合獲準根據批給經營博彩桌1250張、博彩機1700臺，批給期限10年；獲許可經營的娛樂場包括葡京娛樂場、新葡京、上葡京、回力海立方娛樂場。投資計劃方面，澳娛綜合承諾投資140.3億澳元用於吸引外國客源、會議展覽等領域，其中非博彩項目投資120.0億澳元。

$永利澳門(01128.HK)$：附屬公司永利渡假村WRM獲準根據批給經營博彩桌上限570張、博彩機上限1100臺，批給期限爲10年；獲許可經營的娛樂場包括永利澳門、永利皇宮。投資計劃方面，WRM承諾投資177.3億澳元用於吸引外國客源、會議展覽、娛樂表演等領域，其中非博彩項目投資165.0億澳元。

$美高梅中國(02282.HK)$：附屬公司美高梅金殿超濠根據批給有權經營博彩桌750張、博彩機1700臺，批給期限爲10年；獲許可經營的娛樂場包括澳門美高梅、美獅美高梅。投資計劃方面，附屬公司承諾投資167億澳元用於吸引外國客源等領域，其中非博彩項目投資150億澳元。

$新濠國際發展(00200.HK)$：附屬公司新濠博亞澳門獲準根據批給經營博彩桌750桌、博彩機2100臺，批給期限爲10年；獲許可經營的娛樂場包括新濠鋒、新濠天地、新濠影匯娛樂場。投資計劃方面，新濠博亞澳門承諾投資118.2億澳元用於吸引外國客源、會議展覽、娛樂表演等領域，其中非博彩項目投資100.1億澳元。
根據經營批給合同，博彩承批公司須每年向博彩監察協調局送交清單，載明擬於次年經營的博彩桌、博彩機數目；相關數目可通過向博彩監察協調局作出預先通知而更改。此前，根據澳區政府發佈的第161/2022號行政長官批示，自2023年1月1日起，所有博彩承批公司可經營的博彩桌總數量上限爲6000張，所有承批公司可經營的博彩機總數量上限爲12000臺。
我們認爲，本輪賭桌份額的重新分配使得行業未來發展更趨明晰，相關投資承諾有望進一步加速澳門博彩行業的多元化轉型，利好積極開拓海外市場、非博彩業務多元化佈局良好的博彩行業龍頭。建議關注：金沙中國（中場業務龍頭，積極拓展非博彩業務）、銀河娛樂（後備土地行業第一，把握橫琴發展新機遇）
