美國參議院通過5500億美元基建法案，為拜登贏得重大勝利

美國參議院通過了5500億美元基建法案，標誌着美國將實施數十年來規模最大的公共設施支出，併為總統喬·拜登贏得經濟議程上的重大勝利。
參議院當天以69票贊成、30票反對的投票結果通過了這項“基礎設施投資和就業法案”。該法案包括為現有聯邦公共工程項目提供資金，同時在5年內新增約5500億美元投資，用於修建道路、橋樑等交通基礎設施，更新完善供水系統、電網和寬帶網絡等。
不過兩黨合作精神很快就會煙消雲散，參議院多數黨領袖查克·舒默已經立即將重心轉向一黨推進的預算決議，試圖以此通過3.5萬億美元涉及廣泛社會支出和加税的經濟計劃。
“這是一條漫長而曲折的道路，但我們堅持了下來，到達了目的地，”舒默在投票前表示。該法案將“加強我們國家每一類重要的有形基礎設施”。
接下來，基建法案在眾議院還將面臨障礙。眾議院將休會到9月20日。被激進派施壓的議長南希·佩洛西曾表示，在參議院通過3.5萬億美元經濟計劃預算案前，不會允許眾議院表決這份跨黨派基建法案，温和派則敦促眾院在此之前先通過基建法案。
另外，眾議院也可能尋求修改基建法案。眾議院運輸委員會主席Peter DeFazio警吿説，他對當前版本的跨黨派基建法案並不滿意，如果不做修改，該法案將在眾議院“停留很長時間”。
如果基建法案最終獲得兩院批准，各個州都將受益。法案包括約1100億美元用於道路和橋樑的新支出，730億美元用於電網升級，660億美元用於鐵路和美鐵（Amtrak），650億美元用於寬帶擴張。
共和黨人可以宣稱該法案將向他們的優先事項投入大量資金而不加税，是他們取得的勝利，拜登也可以宣稱這是數十年來的一大成就，沒有包含不受歡迎的汽油税或其它可能打擊中產階級的税收。
參議院未能以一致同意方式批准用縮小針對範圍的措施取代加密貨幣税報吿條款。加密貨幣行業表示原始版本不公平地針對他們而且涉及面太廣。
據美國國會預算辦公室預計，基礎設施投資法案將在未來10年內推高聯邦預算赤字約2560億美元。該預算辦公室今年7月發佈的報吿顯示，新冠疫情造成的經濟損失和美國採取的疫情應對措施進一步擴大財政赤字，預計2021財年（2020年10月1日至2021年9月30日）美國聯邦財政赤字將達3萬億美元，佔國內生產總值的比重將達13.4%，為1945年以來第二高水平。
