房贷占比受限?AH银行股今日集体下挫,招商银行大跌超6%

今日,港股市场39支银行股中有20支下跌。其中,招商银行跌幅一度接近6.5%,收于35.75港元,创7月以来最低。交通银行、中国光大银行、农业银行、恒生银行、哈尔滨银行跌幅均超过3%。

A股市场上,平安银行跌幅最大,为3.33%。招商银行、宁波银行、常熟银行跌幅炒超过2%。3大国有行:中国银行、建设银行、工商银行在港股及A股均有不同程度的下跌。

消息面上,有业内人士表示,9月27日有大行收到通知,监管机构近期要求大型商业银行压降、控制个人住房按揭贷款等房地产贷款规模。 

此外,上半年已有部分银行释放出了个人按揭贷款额度紧张的信号并且呼吁客户办理房贷提早还款业务,以腾挪房贷额度。

一位大行人士表示,监管年初就有要求,本年度新增涉房贷款不能超过全部新增贷款的一定比例,这一比例或为30%左右,但尚未得到证实 

据测算,新增贷款比例为30%,大概是2015年房地产去库存政策推出之前的水平,去库存政策出台后的2016年,新增涉房贷款比例猛增至了44%以上。

 2020年上半年,受疫情影响,新增房地产贷款及占比都有大幅的下降。 

业内人士称,在严格的监管政策下,银行对房地产企业的房地产开发贷款规模很小,相比之下,个人住房按揭贷款的比例相对较高。 

同时,上半年受疫情影响,银行更倾向于选择抵押贷款和拨备比例较低的个人按揭贷款,因此上半年贷款放量普遍较大。 

“房住不炒”政策虽然持续升温,但“金九银十”的房地产市场需求依然旺盛。以广州为例,近两个月中,广州楼市回暖明显。 

根据国家统计局发布的《2020年8月份70个大中城市商品住宅销售价格变动情况》,8月份广州二手房价格环比上涨1.7%,在全国70个大中城市中排名第一,房价连续两个月领涨全国。 

但是,由于房地产金融政策的收紧,不少银行在贷款需求持续增长的情况下反而呼吁客户提前偿还贷款,以降低银行的涉房贷款规模。 

回看往年,4季度本来就是银行按揭额度最少的一个季度,只是今年房地产金融政策的限制使得额度更为紧张。 

2020年上半年,在股份制银行中,招商银行、浦发银行、兴业银行、平安银行4家银行的新增房地产贷款占比超过30%其中平安银行新增涉房贷款占比超过50%。 

6家国有银行中,除中国银行外,其他国有大行上半年的新增涉房贷款占比都调整到了30%以下。

包括“房住不炒”政策在内,金融风险防控已被监管部门反复强调多年。而房地产作为与金融深度融合的行业,自然是重点关注的对象。 

9月14日,保监会银监局副局长朱彤在新闻发布会上表示,保监会继续在30多个重点城市开展房地产贷款专项整治,加大对首付贷款和消费贷款资金流入楼市的查处力度,引导银行资金重点支持民生工程,住房贷款余额稳步增长,房地产金融化、泡沫化倾向得到有效遏制。 

从一系列的的消息与监管部门的动作来看,房地产金融的监管的力度将会持续加大践行“房住不炒”的政策基调。
