钱江水利(600283.SH)子公司拟投建城北污水厂四期扩建及提标改造工程
格隆汇8月29日丨钱江水利(600283.SH)公布，2019年8月28日，公司七届六次董事会，审议通过《关于公司控股子公司宁海县兴海污水处理有限公司投资建设城北污水厂四期扩建及提标改造工程的议案》，投资金额约2.31亿元人民币。
根据宁海县发展和改革局文件《关于宁海县城北污水处理厂四期扩建及提标改造工程可行性研究报告的批复》（宁发改投资[2019]148号），宁海城北污水厂四期扩建及提标改造工程拟扩建3万吨/日的污水四期工程，将污水处理能力由原有9万吨/日提高到12万吨/日，并对原有9万吨/日处理设施进行提标改造，出水标准由一级A提标至《浙江省城镇污水厂主要污染物排放标准》(DB 33/ 2169—2018)。处理工艺采用：曝气沉砂池+AAO(MBBR)+二沉池+高效沉淀池+次氯酸钠消毒+精密过滤。
宁海公司下属城北污水厂原有污水处理能力9万吨/日，接近满负荷，扩建污水四期工程以提高处理能力；浙江省2018年发布城镇污水厂污染物清洁排放地方标准，对污水厂的排放要求进一步提高，城北污水厂原有一级A出水水质已低于浙江省污水厂地方排放标准，需要对城北污水厂原有处理设施进行提标改造。
宁海城北污水厂四期扩建及提标改造工程建设符合公司做深做透现有水务项目的发展战略，宁海公司将进一步优化工程设计，严控工程造价，做好运营管理和后期水价调整工作，提升公司经济效益。为宁海县污水处理能力和出水提供保障，提升水质以符合浙江省地方排放标准。
根据《宁海县城北污水处理厂和污泥处理工程特许经营协议》相关约定，污水四期和相关提标工程由宁海公司投资实施，工程建成后将调整污水处理费价格，对增加的投资和运营成本予以弥补。经公司财务测算，本工程内部收益率为8.17%，投资回收期13.85年。公司将积极争取政府支持政策，确保项目达到预期效益。
