《施政報告》李家超:凹頭站沙埔一帶考慮引入更大佔比私營房屋 港鐵明年公佈檢討結果
李家超發表任內第四份《施政報告》指,現時是加快發展北都最佳銜接期。政府會簡化行政措施拆牆鬆綁,包括引入快速審批制度,採納各地優秀的建築方法,結合海外和內地的成功建造技術、用料和設備等,降低工程成本並縮短工期。
以試點形式推行「分階段開發」模式,參考內地「1.5級開發」概念,容許初期先建設和營運具先導性的低密度設施,例如零售、娛樂或會議展覽等項目,藉此吸引企業進駐、創造收益和匯聚人流,發揮拉動作用,再落實長遠發展,其中會就洪水橋商業用地施行「分階段開發」模式邀請市場提交意見。
以多元開發模式,包括原址換地、「片區開發」等,推動市場參與,加速發展。靈活批撥土地,推動企業落戶和投資。倘若以租約而非地契批出,租期可長於七年,提供更大彈性。配合不同產業政策,可採用公開招標、限制性招標或直接批地的模式。
容許北都土地業權人主動交回政府計劃徵收的土地,藉此抵銷其在北都新發展區原址換地或「片區開發」所須繳付的金額,鼓勵市場參與北都發展。
以「按實補價」減低北都補地價資金成本,即地契修訂過程中,視乎地塊情況,容許業主無須按規劃地積比率上限計算的最高樓面進行補地價,改以實際興建樓面及實際用途釐定應繳補價,並考慮容許發展商按實際開發規模分階段補繳地價。
開展凹頭土地用途檢討,善用北環線帶來的發展潛力,在凹頭站沙埔一帶考慮引入更大佔比的私營房屋,拓展爲新發展區。委託港鐵(00066.HK)進行檢討,明年公佈結果。
