《预算案》陈茂波:去年经济收缩6.1% 失业率接近十七年高位

财政司司长陈茂波发表财政预算案,他指出去年新冠病毒疫情肆虐全球,对环球经济造成前所未有的冲击。国际货币基金组织估计,全球经济全年大幅收缩3.5%。疫情初期各地政府严格限制社交距离,实施大规模封锁,导致不少主要经济体去年上半年陷入深度衰退。疫情令外部需求急挫,香港整体货物出口在去年第一季按年实质大幅下跌9.7%。其後,内地疫情受控,经济强劲反弹,其他主要经济体亦在下半年逐步复苏,香港整体货物出口在下半年重拾增长,但全年计仍微跌0.3%。

他指出在疫情的威胁下,全球各地实施广泛的旅游限制,访港旅游业去年绝大部分时间处於冰封状态,旅游服务输出全年大跌90.5%。期内金融服务输出则温和增长,但整体服务输出全年计仍录得36.8%记录跌幅。

他认为本地疫情反覆,社交距离措施不时收紧,加上就业和收入状况疲弱,打击本地消费意欲。尽管私人消费开支跌幅在去年下半年有所收窄,但全年仍显着下跌10.1%。营商前景高度不明朗,投资开支下跌11.5%。

他指出香港整体经济去年上半年大幅收缩9%,第三季稍见改善,但第四季後期至今再受疫情打击。去年全年合计,经济收缩6.1%,是有记录以来最大的年度跌幅,亦是香港首次连续两年负增长。此外劳工市场急剧恶化。经季节性调整的失业率由前年第四季的3.3%升至最新的7%,是接近十七年的高位。疫情笼罩下,与消费及旅游相关行业深受打击,零售、住宿及膳食服务业合计的失业率上升至11.3%,当中餐饮服务业的失业率更高达14.7%。建造业的失业率亦达双位数水平。年内,住户收入跌幅显着。由於经济疲弱,消费物价通胀压力轻微。撇除政府一次性措施的影响,去年全年基本通胀率为1.3%,较前年低1.7个百分点。

楼市方面,去年住宅物业市场总体来说大致平稳。商业及工业楼宇价格比前年高位显着下跌,交投量亦跌至记录新低。随着香港金融管理局(金管局)放宽非住宅物业按揭贷款的宏观审慎措施,以及政府撤销非住宅物业交易的双倍从价印花税,去年後期交投稍为回升。
