《大行報告》摩通:若香港開徵資本增值稅對會樓價造成短期壓力 惟相信不太可能實施
摩根大通發表報告指,若香港開徵資本增值稅對會樓價造成短期壓力,但相信實施可能性很低。
報告指,在其他國家,資本增值稅稅率可高達50%。如果引入資本增值稅,可能會在實施前引發恐慌性拋售,從而對樓價造成短期壓力。不過該行認為,香港不太可能實施資產增值稅,因為這有違整體低稅理念,尤其是新加坡沒有資產增值稅,而且很可能會遭到業內人士的強烈反對。
報告認為,即使要徵收資本增值稅,也很可能是在某些條件下,如只針對兩或三年內的轉售。這種做法將減輕短期恐慌性拋售的潛在影響。從長遠角度來看,徵收資本增值稅的美國的樓價多年來一直呈持續上升趨勢,因此資本增值稅本身不一定會導致樓價長期回調。
