國務院總理:赤字率減了,財政支出仍會新增2萬億,將用來減稅降費甚至退稅
格隆匯3月11日丨據上觀,國務院總理今日出席記者會並回答中外記者提問。國務院總理在談及經濟增速預期時說,實現5.5%左右的增長,實際上是在高水平上的“穩”,就是“進”,是不容易的,必須有相應的宏觀政策支撐。比如就財政政策,今年我們降低了赤字率,到2.8%,少了2000多億,但與此同時,我們加大了財政支出的力度。你們會問,錢從哪裏來?我在政府工作報告中已經說了,我們從這兩年可用未用結存的中央特定金融機構的收入和專營機構的利潤,加上財政結餘資金,支出規模不小於新增2萬億。並且,增加的規模主要用來減稅降費,甚至退稅。
