全國人大代表俞學文：阿里率先邁出鄉村振興“最先一公里”
格隆匯3月4日丨2021年全國兩會今天正式拉開帷幕。在“十四五”規劃開局之年，中央一號文件聚焦鄉村振興的大背景下，代表委員們就如何實施鄉村振興戰略、加快農業農村現代化建言獻策。
全國人大代表、浙江省武義縣青坑村村委會主任俞學文，作為農民致富帶頭人，履職10多年來一直關注“三農”問題。今年，他建議提升農業“最先一公里”數字化水平，打通產供銷通路。

通過長期調研，俞學文發現中國農業面臨產業結構不穩定、產銷不對接和品牌化缺失等難題，“很多時候，種植户面臨今年種了很多明年賣不出去的情況，產能過剩，沒有品牌，好產品賣不上價格，急需要藉助阿里巴巴這樣的互聯網平台發揮優勢，打通產供銷通路、建設農業品牌、提升市場競爭力。”經營天貓店近10年的他非常瞭解互聯網的優勢。
他也指出，農民靠天吃飯，產銷不對接，不僅是因為信息差，還存在源頭基礎設施薄弱的問題。因此，從“最先一公里”入手補齊短板，就顯得尤為重要。他建議應該發揮產地倉等數字化農業基礎設施的優勢，幫助農民提升農產品附加值，通過訂單農業進一步保障農户利益。
另外一方面，他建議加快農業產供銷數字化轉型，鼓勵和支持互聯網平台和新零售企業，通過線上、線下專區多渠道拓展農產品銷售，支持鄉村振興重點地區開展區域公用品牌建設、標準化建設，鼓勵農户、合作社、龍頭企業與互聯網企業建立產業共同體。
據瞭解，在農業“最先一公里”，互聯網企業持續重投入。2020年，阿里巴巴5大數字農業集運加工中心（數字化產地倉）建成投用，其中4個落在西部的雲南、四川、廣西、陝西，打造農產品轉化為標準“農商品”、從田間走向餐桌的核心樞紐。

俞學文認為，產供銷打通、全鏈路數字化升級的意義在於，以訂單農業替代盲目生產，農民用新的辦法種出好產品，賣出好價格，消費者則可以買到品質穩定、吃得放心的鮮美農產品。
2月25日，國家鄉村振興局掛牌，標誌着“三農”工作重心從脱貧攻堅向全面推進鄉村振興歷史性轉移。俞學文表示，做好農業“最先一公里”的數字化升級是重要抓手，希望今年兩會能形成更多具體建議，為鄉村振興長期規劃打下基礎。
