滇池水务(03768.HK)与昆明市水务局签署再生水利用特许经营服务协议
格隆汇9月24日丨滇池水务(03768.HK)宣布，公司于2019年9月23日与昆明市水务局签订了《昆明市再生水利用特许经营服务协议》。根据《服务协议》，昆明市水务局授予公司(含公司指定的，由公司投资或设立且实际控制的子公司)在昆明市五华、盘龙、西山、官渡、滇池国家旅游度假区的城市规划区内，以及未来公司按照昆明市再生水利用相关规划要求，在昆明行政辖区范围内投资新建、改扩建、收购、委托管理的再生水供水设施可提供再生水服务的范围之内，开展再生水利用特许经营服务。
根据《「十三五」全国城镇污水处理及再生水利用设施建设规划》、《国家节水行动方案》及结合昆明市现有再生水管网覆盖率及利用率情况，确定昆明市再生水利用特许经营服务至2049年，目标规模为主城区再生水管网覆盖率达到60%(其中二环外达80%)，日均再生水利用水量不低於90万吨，再生水利用率达到60%。为达到前述目标规模，结合目前特许经营范围内已有的再生水利用设施资源，公司在特许经营期内将新增估算投资约人民币20亿元。
昆明市再生水利用特许经营服务期限为三十年，自2019年9月23日起至2049年9月22日止。
公司将按照《服务协议》确定的特许经营期和特许经营范围对再生水资源进行经营服务，并收取合理的费用。本公司有权根据法律、法规和行政规章的规定及《服务协议》的约定，对约定服务区域内所有用户普遍地、无歧视地提供符合相关标准和客户要求的再生水服务，并参照《服务协议》及具体各单项再生水服务协议条款和条件收取再生水费。
鉴于昆明市再生水利用特许经营服务为基础设施和公共事业，为确保公共事业的可持续发展，昆明市再生水利用特许经营服务采取BOT(建设－经营－移交)模式，昆明市再生水利用特许经营服务所涉资产及设施设备所有权在特许经营期限内归公司所有，特许经营期限届满后，整体移交昆明市人民政府或昆明市人民政府指定主体。昆明市再生水利用特许经营服务期限届满，在同等条件下本公司可优先获得昆明市再生水利用特许经营服务的特许经营权。
此外，《服务协议》是昆明市政府在2011年授予本公司30年污水处理特许经营权基础上，对特许经营模式的再次创新和深化，有利于昆明市再生水事业发展，提升城市水资源综合利用水平。同时，有利于司再生水业务的进一步发展。
